According to the Administrative Measures for the Recognition of Jinan Municipal Manufacturing Pilot Platforms (Trial) and the Notice on Organizing the Application and Recognition of Jinan Municipal Manufacturing Pilot Platforms, the Jinan Municipal Bureau of Industry and Information Technology planned to recognize 56 platforms, including the Jinan New Energy and Energy Storage Pilot Platform, as 2026 Jinan Municipal Manufacturing Pilot Platforms. Following a public announcement from August 14 to August 20, 2026, the Jinan Pilot-Scale Platform for Protein Drugs, established by Kexing Biopharm, was included in the official list of recognized platforms.

A pilot-scale platform serves as an intermediate stage between laboratory research and full-scale industrial production, providing scale-up and process validation for scientific and technological achievements before they enter commercial production.
